PM Calls for No Shortages of Electricity and Fuel

Minister Prime Le Minh Hung has directed the Ministry of Industry and Trade (MoIT) to guarantee that there will be no electricity or fuel shortages in any situation to help meet the goal of achieving double-digit growth for this year.
During a working session with the ministry in Hanoi on April 22, the Prime Minister assessed the progress of the assignments for 2026, identified major challenges, and set priorities for the future.

The meeting observed that the sector has set high aspirations from the beginning of 2026, building on the 2021–2025 term, to achieve its objectives. This is intended to lay a foundation for the next development phase and successfully carry out the goals of the 14th National Party Congress Resolution as well as the socio-economic development plan for 2026–2030.
The ministry has concentrated on reforming institutions, boosting industrial production, ensuring energy security, advancing trade, and enhancing governance and competitiveness. Participants additionally pointed out the persistent challenges and new issues that need to be addressed.
Prime Minister Hung praised the industry's efforts in overcoming challenges and achieving significant outcomes, especially in introducing innovative policies regarding fuel supply in tough circumstances. He emphasized that reaching double-digit growth is a challenging objective. He mentioned that the success of the industry and trade sector will be vital in hitting this goal, and encouraged it to lead the charge in resolving obstacles and enhancing production and commercial operations.
The Prime Minister urged the ministry to quickly carry out the Government's action plan in response to the 14th Party Congress Resolution and Conclusion No. 18. This includes setting specific goals, tasks, deadlines, and responsibilities for relevant departments, businesses, and regions. He stressed the importance of enhancing Party development within the ministry, improving the quality of personnel, and quickly replacing any officials who are not performing well.

Additionally, the ministry should expedite institutional reforms and finalize draft laws for submission to the second session of the 16th National Assembly. This includes making changes to laws on petroleum, electricity, trade, and commodity derivatives, as well as preparing a draft Law on Key Industries. The ministry was given the responsibility of working with appropriate ministries to assess and enhance the regulations concerning roles and duties.
This aims to clearly define authority and prevent overlaps, adhering to Conclusion No. 18, based on the principle of “one task – one lead agency.”
The ministry also needs to keep fostering decentralization, simplify both administrative procedures and business conditions, and make its organizational structure more efficient.
Highlighting the importance of securing energy resources and ensuring a fair shift to new energy methods, the Prime Minister clarified that it is the duty of the industry and trade sectors to prevent any electricity and fuel shortages under any conditions.
The responsible agencies were instructed to evaluate and revise Power Development Plan VIII, incorporate base-load power projects with innovative technologies, speed up the execution of power projects, and work alongside the Ministry of Agriculture and Environment to enhance the efficiency of hydropower operations.

Additionally, the sector needs to reorganize the fuel distribution system to cut down on middlemen and expenses, establish national fuel reserves, and encourage the adoption of E10 fuel.
