Defense Ministry Proposes Joint, Partial Management of DMZ to US

According to reports, the defense ministry has put forth a proposal to the US for collaborative management of certain areas within the southern half of the heavily fortified Demilitarized Zone (DMZ) that divides the two Koreas.
The proposal was introduced by the South Korean government to assert authority over civilian entry to the 250-kilometer-long, 4-km-wide area of the DMZ.

Presently, the U.S.-led U.N. Command (UNC) oversees the military demarcation line as the enforcer of the armistice that concluded the Korean War of 1950-53.
Despite the University of North Carolina's clear disapproval of Seoul's decision, the defense ministry put forth a proposal in which South Korea's military would be responsible for monitoring access to certain areas situated south of the barbed-wire fence within the Demilitarized Zone (DMZ).
The barrier in the southern part of the Korean Peninsula follows the precise border of the Demilitarized Zone (DMZ) known as the Southern Limit Line (SLL), positioned at a distance of 2 kilometers from the Military Demarcation Line, which serves as the border between North and South Korea.
Certain sections of the barrier were constructed to the north of the SLL to address geographic constraints impacting surveillance efforts. This specific region comprises approximately 30 percent of the southern portion of the DMZ.
The ministry not only submitted a request to the UNC, but also aims to have the issue included on the agenda for bilateral defense discussions, including the Korea-U.S. Integrated Defense Dialogue and the Security Consultative Meeting, according to reports.

The topic of DMZ access control has received increased attention following Unification Minister Chung Dong-young's endorsement of proposed legislation aiming to authorize the South Korean government to manage nonmilitary entry into the DMZ.
Chung has made a commitment to renovate three sectors of the DMZ Peace Trail, located within the Demilitarized Zone. This initiative aligns with the efforts of the Lee Jae Myung administration to rebuild trust between North and South Korea.
The UNC has expressed vigorous disapproval of the forthcoming bills, contending that they are in direct conflict with the armistice agreement.
According to reports, should the bill be approved, a sensible and legally sound interpretation would suggest that the ROK government has effectively nullified its adherence to the armistice agreement.

The official used the acronym of the formal name of South Korea, the Republic of Korea, in his statement. In a unique declaration released in December, the United Nations Command emphasized its role as the proficient overseer of the Demilitarized Zone (DMZ) since 1953, ensuring that all military and civilian movements within the DMZ adhere to the agreements and principles of the armistice for the sake of maintaining stability.
