
PM Orders Swift Education Recovery from Storm-triggered Damage

The Prime Minister directed officials in storm-affected provinces and cities to conduct immediate assessments and provide reports on how the severe weather impacted educational facilities. These evaluations should cover casualties, structural damage to schools and educational materials, and interruptions to academic schedules.
The chairpersons of the People's Committees in northern and north-central regions received Official Dispatch No. 196/CD-TTg, including those from Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Hung Yen, Hai Phong, Ha Noi, Quang Ninh, Bac Ninh, Phu Tho, Son La, Lang Son, Dien Bien, Thai Nguyen, Lao Cai, Lai Chau, Cao Bang, and Tuyen Quang. The dispatch was also distributed to the ministers responsible for education and training, public security, national defence, agriculture and environment, and finance.

Complete assessment reports, together with recommendations for restocking textbooks and educational supplies for the upcoming 2025-2026 school year, are required to reach the Ministry of Education and Training by 3 pm on October 14.
Regional officials are encouraged to actively utilize municipal funds, federal aid, and other authorized financial resources to quickly repair storm damage and establish suitable environments for educators, educational institutions, instructional materials, learning tools, and sanitary facilities before students return to school.
The Ministry of Education and Training must guide educational departments in impacted regions to assess and recommend strategies for mobilizing personnel and resources to rapidly rebuild educational infrastructure.

The ministry should also deliver prompt assistance with textbooks, instructional resources, and educational materials to guarantee appropriate learning environments for students. The Ministry will serve as the central coordination point for compiling reports and presenting them to the Prime Minister by 3 pm on October 15.
Concurrently, the ministers overseeing public security, national defense, and agriculture and environment have been asked to continue supervising their respective departments deployed in affected regions to help local communities with school cleanup efforts and damage evaluation as recommended by provincial and city People's Committees.
The Finance Minister has been requested to allocate resources to help affected areas recover from storm-related destruction, including damage to educational infrastructure, equipment, and other vital educational requirements.

Deputy Prime Minister Le Thanh Long has been designated to oversee and encourage the execution of these directives by relevant ministries, departments, and local authorities.
