PM Urges Breakthrough in Digital Economy, Anchored in Data, AI

Prime Minister Pham Minh Chinh emphasized the importance of making a significant advancement in the digital economy, where the data economy and artificial intelligence (AI) will play key roles in driving smarter and more sustainable growth.

This was mentioned during the conclusion of the initial meeting in 2026 of the Government’s Steering Committee on science and technology development, innovation, digital transformation, and Project 06 on February 25th.

PM Chinh, who leads the steering committee, highlighted urgent issues that need to be resolved. Many activities within current programs are lagging, especially those from 2025. The progress of establishing national and sectoral databases has been slow, with 45 databases still not linked to the National Data Center and four crucial databases still unfinished.

The digital infrastructure hasn't been able to keep up with the potential economic growth. Inadequacies are observed in cybersecurity, data protection, and data management frameworks, and there is a lack of skilled personnel, particularly in AI, big data, and cybersecurity. Enhancements are needed in the coordination among ministries, sectors, and localities.

He emphasized that 2026 marks the beginning of putting the Resolution of the 14th National Party Congress into action. He urged ministries, sectors, and local governments to promptly create and execute detailed plans and timelines according to their responsibilities, following the guidance and direction of Party General Secretary To Lam and the appropriate steering committees.

He encouraged a significant change in the way governance is approached, transitioning from focusing on tasks to focusing on outcomes, which can be assessed through tangible results and the satisfaction of both citizens and businesses.

 

He highlighted the importance of considering data as a critical asset and fundamental basis for advancements in the digital economy, with a focus on the data economy. It is necessary to efficiently mobilize resources and use them effectively, while also enhancing discipline and implementing strong cybersecurity measures.

The Prime Minister stated that if 2025 was focused on laying groundwork and gaining momentum, then 2026 should be about achieving significant progress and speeding up the process. He emphasized the need to shift from passive management to actively promoting development and governance centered on serving the people.

The Government leader urged the Ministry of Science and Technology, Ministry of Public Security, and Ministry of Industry and Trade to quickly develop guiding documents for the Laws on Digital Transformation, Artificial Intelligence, Cybersecurity, and E-Commerce to ensure timely establishment of essential institutions and policies in the data economy and AI sectors.

It is important for these regulations to be aligned with the relevant laws, preventing any inconsistencies or loopholes in the legal framework. PM Chinh emphasized the significance of creating systems for assessing the value and sharing of data; speeding up the progress of crucial national databases; putting into operation National Data Center No. 1; broadening the coverage of 5G throughout the country; and guaranteeing that every village has access to electricity.

A program for developing national AI human resources should be presented in April, with a minimum of three percent of the yearly state budget expenditure dedicated to digital transformation. The Prime Minister expressed trust in the unity and determination of the political system, business sector, and citizens. He stated that a data-focused, self-sufficient AI-driven digital economy will bring about significant and lasting advancements in socio-economic development, ultimately enhancing the quality of life for the people of Vietnam.
