PM Calls for Stronger Decentralization for Stalled Projects

Prime Minister Pham Minh Chinh led a conference to implement National Assembly resolutions focused on resolving issues hindering progress in projects and land disputes. These issues were identified through inspections, audits, and court decisions.

The conference also aimed to expedite the completion of national target programs. The Government headquarters hosted the conference, which was also conducted online, linking all 34 provinces and centrally administered cities. Reports from the event revealed that project delays and legal issues have led to a substantial waste of resources across the country.

The first phase of the project has shown promising outcomes.   So far, challenges have been recognized and resolved in a total of 5,203 projects. Out of these, 3,289 projects covering approximately 70,000 hectares of land and with a total investment of about 1.67 quadrillion VND (equivalent to 63.58 billion USD) have been successfully reactivated, freeing up significant resources for the government, companies, and the general public.

The participants acknowledged that Conclusion 77 and Resolution 170 are effective in unlocking land resources, controlling waste, and reinforcing legal discipline. Additionally, they help in rebuilding investor trust and aiding the goal of achieving over eight percent economic growth in 2025, with even higher rates expected in the following years. The meeting also assessed the three nationwide goal programs.

Findings indicate that modern rural growth has accomplished or surpassed the majority of objectives, there have been significant decreases in poverty reduction, and there has been significant advancement in socio-economic growth in ethnic minority and mountainous regions.

There was a widespread agreement on consolidating the three programs in the upcoming stage to improve effectiveness and prevent duplication.

At the end of the meeting, Prime Minister Chinh noted that there are around 3,000 projects across the country that are currently at a standstill, covering over 153,000 hectares of land and amounting to a total investment of about 2.46 quadrillion VND. He emphasized the importance for localities to persist in reviewing and suggesting remedies to revive resources, avoid losses, and enforce legal regulations.

The Prime Minister emphasized that addressing obstacles is a complicated process that should be tackled in a practical manner, with a focus on learning from experience and making gradual progress without expecting perfection or hesitating. He tasked government ministries with providing specific instructions and creating lists of projects that qualify for speedy action at the local level.

He urged for increased decentralization and delegation of power in the national target program for new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas from 2026 to 2030. Central bodies will establish general guidelines and distribute all funding, while local governments will be responsible for selecting particular projects and overseeing their implementation. The approval and execution of specific local projects will not be directly handled by ministries or sectors, according to him.
