PM Orders Enhanced Management, Effective Use of Public Assets

Prime Minister Pham Minh Chinh signed an official letter urging for stronger actions to improve the efficiency and effectiveness of managing, handling, and using public assets after the recent administrative reorganization.
The dispatch is directed towards ministers, heads of ministry-level and government agencies, and chairpersons of provincial and municipal People’s Committees. It emphasizes the importance of preventing wastefulness and loss of State property during the reorganization of the political system and administrative units at all levels.

Prime Minister Chinh emphasized the importance of ministries and government agencies quickly finishing the processing and utilization of excess offices and land assets resulting from the reorganization of their operations.
It is crucial that these properties are not left unused or allowed to deteriorate. Any surplus assets should be promptly handed over to local authorities for administration or dealt with in compliance with the law.
During the restructuring process, relevant agencies must complete procedures for assets that are temporarily handed over within 30 days. These procedures should then be submitted to competent authorities for decisions on allocation or transfer.
Departments that are permitted to keep or given new offices and facilities must assess their utilization to make sure they meet the officially set standards and norms.
Unused space must be reassigned to other qualified organizations or managed in a way that promotes cost-effectiveness and efficiency. The Prime Minister also urged for enhanced monitoring, oversight, and enforcement to avoid breaches in the administration and utilization of public offices and assets.

Local provincial and municipal People's Committees are responsible for reviewing and issuing documents within their authority to implement central regulations, especially those concerning decentralization in public asset management, in a timely and thorough manner.
Local officials have the responsibility to make sure that the reorganization and management of offices and public resources during the restructuring of public service divisions align with the laws and guidelines provided by the Ministry of Finance.
Competent agencies must quickly create and approve plans for the use or disposal of recovered properties transferred to local management to prevent wastefulness. The approved plans should be put into action promptly, and pending cases should be hastened for approval.

The dispatch also mandates ongoing evaluation of the oversight and utilization of authorized vehicles, machinery, and equipment. Any surplus assets that are still functional should be reallocated to units that require them to reduce budget spending, while assets that are no longer usable must be sold off and the profits sent back to the State budget.
The Ministry of Finance has been tasked with offering advice and resolving new challenges. Deputy Prime Minister Ho Duc Phoc will supervise the implementation of the directive, while the Government Office will be in charge of overseeing and speeding up its completion.
