PM Emphasizes Sustainability in Railway Ecosystem Development

During the fourth steering committee meeting for major national railway projects, the Prime Minister emphasized the significance of advancing technology transfer and progressively acquiring technological expertise within the railway sector, thereby fostering development of the industry and its comprehensive ecosystem, encompassing both traditional and metropolitan rail networks.
Given the intricate nature and pressing timeline of these initiatives, the Prime Minister highlighted that execution must guarantee quality standards, technical precision, advancement, effectiveness, and viability. Government departments, industries, and regional authorities must deploy maximum resources, especially qualified and highly accountable staff, to guide and supervise these initiatives and their implementation, he emphasized.

Based on reports from the Ministry of Construction following the third meeting held on July 9, the Prime Minister and Deputy Prime Ministers have conducted numerous sessions and released approximately 20 directive documents concerning major railway infrastructure initiatives. A sum of 39 responsibilities were distributed among ministries, regional governments, and organizations, concentrating on addressing obstacles and accelerating investment processes.
Currently, 16 responsibilities have been fulfilled. Numerous ministries and organizations have demonstrated excellent performance in completing their designated duties while regional areas along the railway corridors have executed relocation projects beginning August 19.
Furthermore, 10 responsibilities are undergoing active execution while eight additional ones have experienced delays owing to foreign partner involvement or scheduling limitations. An additional five responsibilities have not yet approached their completion dates.
Initiatives are being intensified to guarantee the Lao Cai – Hanoi – Hai Phong standard-gauge railway initiative commences as planned on December 19. Government departments and sectors are also collaborating extensively with Chinese counterparts to develop strategies for the Ha Noi – Lang Son and Hai Phong – Mong Cai corridors.
Investment procedures for two urban railway lines are currently in progress in Hanoi, while additional projects have made advancements. Ho Chi Minh City is preparing seven urban railway lines and intends to modify the Ben Thanh – Tham Luong Line project to commence construction by late 2025.

Prime Minister Chinh emphasized the critical requirement for ministries and departments to finalize and publish standards for high-speed, conventional, and urban rail systems. He additionally highlighted the importance of developing criteria for choosing investors and investment frameworks for railway initiatives to secure funding.
The Government leader further requested expedited land clearance and construction of relocation sites for railway developments, alongside swift resource distribution for these projects.
The Prime Minister outlined key principles for project execution – defined tasks, clear accountability and timelines, measurable outcomes and responsibility, ensuring advantages for the government, public, and private sector while preventing corruption, waste, or poor management of public funds.
Regarding the Lao Cai – Hanoi – Hai Phong project, the Ministry of Construction must work with officials in Hanoi, Hai Phong, and Bac Ninh to achieve agreement on station sites and project paths by October 2025. The objective is to start the initial project stage using national financing by December 19.

Concerning the North – South high-speed rail project, the Ministry of Construction, working with the Ministry of Science and Technology, needs to complete the 37 Vietnamese Standards (TCVN) for high-speed rail by October 2025's conclusion.
The Prime Minister additionally requested that Hanoi and Ho Chi Minh City prioritize expediting required processes for current projects.
