Japan Defense Chief Considers US Trip to Advance Cooperation

Japanese Defense Minister Shinjiro Koizumi is contemplating a trip to the US in mid-January to engage in discussions with his American counterpart, Pete Hegseth. The primary focus of the meeting is anticipated to revolve around bolstering defense equipment and technology collaboration, encompassing endeavors such as joint missile production and shared maintenance responsibilities for US military vessels and aircraft.

It will mark Koizumi's inaugural trip to the US since he assumed his current position in late October.

The Japanese and US authorities are contemplating the commencement of collaborative production of the Advanced Medium-Range Air-to-Air Missile and substantial maintenance work on American vessels in Japan.

Koizumi aims to reaffirm Japan's commitment to actively boosting defense expenditures. The nation has opted to accelerate its goal of increasing defense expenditures and associated programs to two percent of its GDP by moving the timeline up by two years to fiscal 2025, achieved through the passing of a supplementary budget during the ongoing parliamentary session.

There may be a potential for an additional rise in defense expenditures in Japan to be deliberated during the upcoming ministerial assembly.

According to reports, the administration of President Donald Trump has discreetly urged Tokyo to aim for increasing the percentage to 3.5 of the nation's GDP.

It is anticipated that Japan and the US will collaborate in exchanging information regarding the advancements and orientations of discussions to eliminate the existing regulation restricting defense equipment exports to five non-combat uses and amending the three principal security-related agreements.

Additionally, the two defense leaders are anticipated to enhance their dedication to increasing collaborative military drills and broadening their influence in the Nansei island chain, in reaction to China's growing assertiveness in the maritime domain.

 

The Nansei islands extend from the southwest of Japan's Kyushu region towards Taiwan.

Koizumi and Hegseth are anticipated to be in concurrence regarding the significance of engaging in multilateral partnerships with South Korea, Australia, the Philippines, and various other nations.

Japan is contemplating raising its total defense budget by expanding the definition of "related" expenses to encompass space initiatives and infrastructure projects carried out by government organizations outside of the Defense Ministry.

The goal of the action is to show Tokyo's commitment to increase defense spending in response to China's growing military power and other security threats. The Trump administration is encouraging Japan to take on a larger role in regional security efforts.

Before her first face-to-face meeting with Trump at the end of last month, Prime Minister Sanae Takaichi promised to accelerate Japan's goal of increasing defense spending and related programs to two percent of gross domestic product from fiscal 2027 to fiscal 2025.
