Singapore Rolls Out Measures to Integrate Foreign Professionals

Singapore has introduced a series of initiatives to help foreign professionals integrate more effectively into local workplaces and communities, with a new orientation program for Employment Pass (EP) holders among the key measures.
The recommendations were outlined in a report released on Friday (July 10) by the Alliance for Action on the Integration of Foreign Professionals (AfA-IFP).
The report proposes five strategies to help newly arrived foreign professionals better understand Singapore's workplace culture, social norms, and everyday expectations while encouraging employers to adopt more inclusive practices that foster stronger collaboration between local and foreign employees.
A key initiative is the EP Journey orientation program, which is designed to give new Employment Pass holders a foundational understanding of Singapore's values, cultural norms, and practical aspects of living and working in the country. A six-month pilot for selected new EP holders began in May.
According to a joint factsheet issued by the Ministry of Community, Culture and Youth (MCCY), the Singapore Business Federation (SBF), and the Singapore National Employers Federation (SNEF), the pilot aims to engage around 600 EP holders before the program is gradually expanded to cover all new Employment Pass recipients.

Employment Passes allow qualified foreign professionals, managers, executives, and technical specialists to work in Singapore. Applicants are currently required to earn a minimum monthly salary of S$5,600 (approximately $4,340).

The report also recommends several complementary measures, including orientation sessions organised by Trade Associations and Chambers (TACs), a practical integration guide for newcomers, workshops to help employers build more inclusive workplaces, and cultural sensitivity training delivered through the SBF Business Institute.

In addition, the AfA-IFP has proposed creating a centralized repository of resources that would provide companies and foreign professionals with easier access to information, tools, and best practices to support successful workplace and community integration across Singapore.
