Vietnam and China Promote Development Strategy Connectivity
Vietnam regards the enhancement of relationships with China as a stable policy, an essential necessity, a strategic and natural decision, and a key priority in its foreign policy of independence, self-reliance, multilateralism, and diversification, stated Prime Minister Le Minh Hung during his phone conversation with Chinese Premier Li Qiang.
In an environment of camaraderie, confidence, substance, and transparency, the two cabinet heads conveyed their satisfaction in having the inaugural phone call after the initial session of Vietnam’s 16th National Assembly, which concluded the Government leadership elections and appointments.

Premier Li expressed heartfelt congratulations to PM Hung on his election as Prime Minister of Vietnam. He also acknowledged and greatly valued the significant contributions made by PM Hung to China–Vietnam relations in several prior roles.
PM Hung placed great importance on the perspective of China’s Party and State leadership regarding the prioritization of developing relations with Vietnam in its regional diplomacy.
The leaders acknowledged the favorable advancements in relations between the two Parties and nations in recent times, especially regarding the prompt and timely creation and execution of action plans and programs to achieve the significant shared views of the countries’ highest leaders.
They concurred to uphold consistent, genuine, and trust-centered communications along with close collaboration to further solidify the high-level agreements and the results from the recent successful state visit to China by General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam, as well as the upcoming state visit to Vietnam in 2025 by General Secretary of the Communist Party of China Central Committee and President Xi Jinping.

Concerning future collaboration, PM Hung suggested that both parties enhance strategic trust, effectively arrange high-level exchanges and agreements, along with current cooperation frameworks, such as the 3+3 Strategic Dialogue mechanism involving the foreign affairs, national defense, and public security ministers.
They will enhance infrastructure connectivity and develop a multimodal transport system, prioritizing railway collaboration and connectivity with other nations and regions; promote bilateral trade in a balanced and sustainable way, operationalise smart border gate models promptly, and create cross-border economic cooperation zones to support trade, investment, and sectoral collaboration.
He additionally conveyed the intention to enhance collaboration in science and technology, education, high-quality workforce training, healthcare, particularly traditional medicine; bolster cultural and tourism partnerships; and successfully carry out the Vietnam–China Tourism Cooperation Year 2026–2027; while further improving current local-level cooperation frameworks, particularly among border provinces, and broadening partnerships between regions with significant potential.

Premier Li emphasized that China consistently considers Vietnam a priority in its diplomatic strategy towards neighboring countries. China will collaborate with Viet Nam to closely align with high-level shared understandings, enhance the connectivity of development strategies, and foster meaningful cooperation in various areas.
In alignment with PM Hung’s proposals, he affirmed that China is prepared to enhance railway collaboration between the two nations and improve connectivity with additional countries and regions; promote industries and agricultural trade, as well as inspection and quarantine cooperation. The nation will promote trustworthy and proficient businesses to increase quality investments, particularly in science, technology, and innovation; improve collaboration in energy security and electricity connectivity; successfully carry out the China–Vietnam Tourism Cooperation Year 2026–2027; and reinforce cultural exchanges and social welfare cooperation initiatives.
