Vietnamese PM Meets Chairwoman of Federation Council of Russia

Vietnamese Prime Minister Pham Minh Chinh had a meeting with Valentina Matviyenko, who is the Chairwoman of the Federation Council of the Russian Federal Assembly, in Moscow on March 23 during his official visit to Russia.
Chairwoman Matviyenko warmly greeted PM Chinh and the Vietnamese delegation, expressing gratitude for the PM's contributions to the bilateral relationship. She also showed confidence that the visit would enhance the traditional friendship and Comprehensive Strategic Partnership between Vietnam and Russia.

The Chairwoman commended Viet Nam for the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels. She expressed her belief that the new legislature will maintain close and constructive collaboration with the Federal Assembly of Russia, further enhancing the robust development of Viet Nam-Russia relations.
Prime Minister Chinh, representing the Government and citizens of Vietnam, expressed gratitude to Chairwoman Matviyenko, a close and longstanding ally of Vietnam, for warmly welcoming the Vietnamese delegation at a high-level meeting. PM Chinh conveyed warm greetings and best wishes from Party General Secretary To Lam, State President Luong Cuong, and National Assembly Chairman Tran Thanh Man to Chairwoman Matviyenko.
He emphasized that Viet Nam highly values the loyal, close, and sincere affection shown by the leaders and people of Russia towards Viet Nam. Developing the Comprehensive Strategic Partnership with Russia is always a top priority in Viet Nam's foreign policy. PM Chinh praised Russia for its accomplishments in socio-economic development and mentioned that Viet Nam has also made steady progress in recent years, reaching significant milestones and successfully meeting all socio-economic goals for 2025.

The two leaders praised the efforts of both countries' parliaments, specifically mentioning the Viet Nam-Russia Friendship Parliamentary Group, in enhancing bilateral relations in the past. They both emphasized the importance of further boosting exchanges between delegations from all levels and through various channels, including the parliamentary channel, to strengthen political trust and lay the groundwork for comprehensive cooperation in the future.
Both parties have also decided to further enhance the role of both parliaments, ensuring oversight on the implementation of agreements made between the governments in various sectors such as economy, trade, energy, oil and gas, science, technology, security, defense, human resource development, and infrastructure.
They are also committed to addressing legal barriers to foster more effective collaboration in the modern era and to bolstering cooperation in areas like culture, tourism, interpersonal exchanges, and connectivity between regions.
Chairwoman Matviyenko expressed her approval of the outcomes of the discussions between PM Chinh and PM Mikhail Mishustin. She reassured her backing for Vietnam's suggestions and vowed to assist in the successful execution of the agreements made by both parties. She highlighted the importance of promoting cooperation in energy and oil and gas sectors, prioritizing humanitarian efforts, encouraging people-to-people exchanges and education, boosting tourism, and fostering cultural exchanges in order to improve mutual understanding between the two countries.

Chairwoman Matviyenko proposed that both parties enhance their local collaboration, efficiently execute current relations, and encourage the formation of new local alliances, particularly following Viet Nam's recent reorganization of administrative boundaries to enhance the efficiency of this sector of cooperation. She emphasized that Russian people love traveling to Vietnam because of its stunning natural landscapes and scenery.
The two parties also talked about enhancing cooperation in various international parliamentary assemblies such as the Inter-Parliamentary Union (IPU) and the Eurasian Parliamentary Partnership (ASEP) to promote peace, cooperation, and sustainable development. The Prime Minister asked the Russian Federal Assembly to uphold a fair and neutral position, and to express backing for Vietnam and ASEAN's perspectives on the East Sea/South China Sea matter according to international law, particularly UNCLOS.
