Stephanie Lim
Director - Compliance & Licensing
Singapore has emerged as a global hub for Governance, Risk, and Compliance (GRC), driven by its robust regulatory ecosystem and forward-looking financial infrastructure. Institutions such as the Monetary Authority of Singapore have set high standards for transparency, accountability, and innovation, encouraging organizations to adopt proactive compliance frameworks.
In this dynamic environment, GRC leaders are no longer just custodians of regulation they are strategic enablers who bridge regulatory expectations with business growth, particularly in fast-evolving sectors like fintech. Among these leaders is Stephanie, Compliance and Licensing Director (Regulatory, Advisory, Fintech) at DCS, whose career reflects the evolving nature of GRC in Singapore.
She began her journey as an external auditor, working closely with financial institutions including banks, asset management firms, and commodity companies. This early exposure to regulatory frameworks, especially MAS notices, laid a strong foundation for her compliance expertise. Despite the challenges of long hours and modest pay, she remained committed to continuous learning.
She later transitioned into an in-house compliance role at a multinational bank, managing compliance audits across diverse business lines. Her leadership capabilities came to the forefront when she took on a role in AML transaction monitoring, driving efficiency through automation, AI integration, and process improvements.
With the rise of fintech, Stephanie made a strategic move into the sector, playing a key role in securing a Singapore license for a global cross-border payments firm. She further expanded her impact by supporting licensing across multiple jurisdictions and engaging with international regulators.
Today, as Global Head of Licensing and Regulatory Affairs, she oversees global regulatory engagements, embodying a growth mindset shaped by resilience, adaptability, and a strong belief in turning challenges into opportunities. Let’s read.
What steps have you taken to review new regulations and determine their impact on business operations?
I proactively monitor consultation papers issued by regulators, as these provide early insights into upcoming regulatory changes and allow industry participants to give feedback. This helps in anticipating the direction of regulatory developments.
To manage global regulatory updates efficiently, I leverage automation tools and platforms that aggregate regulatory publications. This allows me to focus on analyzing the implications rather than tracking updates manually.
For impact assessment, I typically conduct a gap analysis - comparing current practices against new regulatory expectations. From there, we identify necessary adjustments to ensure compliance while maintaining operational efficiency. Cost management is also a key consideration, where we aim to balance regulatory compliance with resource optimization, including time and vendor-related costs.
I provide direction while encouraging independence, allowing team members to take ownership of their work while knowing support is always available when needed
What strategies do you use to embed an ethical culture across teams and stakeholders?
I strongly believe in leading by example. Establishing the right “tone from the top” is critical, senior leadership must first embody ethical values before they can cascade throughout the organization.
Embedding ethics goes beyond documentation; it must be reflected in everyday decision-making, policy updates, and operational processes. From how policies are written to how workflows are designed, ethical considerations must be integrated at every level.
Adopting this mindset from the outset ensures sustainable and compliant growth. If ethical practices are not embedded early, organizations may face challenges later that require scaling back or restructuring. A strong ethical foundation enables smoother long-term operations.
Describe your leadership style. What are the guidelines or methodologies you follow as a leader?
I view leadership as fundamentally human-centric. Every individual has unique strengths and areas for improvement, and understanding these differences is key to building an effective team.
My approach involves identifying both organizational goals and team capabilities, then working to bridge any gaps. I provide direction while encouraging independence, allowing team members to take ownership of their work while knowing support is always available when needed.
I also prioritize trust and avoid micromanagement, fostering an environment where individuals feel empowered and accountable. When challenges arise, I step in to guide and support, ensuring continuous growth for both the individual and the team.
How do you keep yourself up-to-date with ongoing industry trends to steer your organization towards the future?
Staying updated requires active participation beyond the workplace. I regularly attend industry events, conferences, and seminars such as fintech festivals and global regulatory forums.
In the early stages of my career, these events often felt overwhelming due to the volume of information. However, over time, they have become invaluable sources of insight into emerging trends, technologies, and regulatory developments.
Networking is another critical aspect, building connections within the industry helps exchange ideas and perspectives. These interactions not only benefit personal growth but also contribute to organizational advancement and help align regulatory frameworks with evolving business needs.
What is the future destination you are heading towards?
Looking ahead, I aim to deepen my expertise within the fintech and regulatory space while taking on a more forward-thinking role. The industry is evolving rapidly, with developments such as stablecoins and digital assets gaining prominence.
My goal is to move beyond traditional compliance functions like gap analysis and contribute more strategically, anticipating future trends, driving innovation, and helping shape regulatory standards. I aspire to play a role in influencing how the industry evolves over the next three to five years.
