ADNOC Unveils $16 Billion in Local Manufacturing Opportunities

ADNOC has announced over AED60 billion ($16 billion) in local manufacturing prospects through 2030, along with significant revisions to its procurement, supplier registration, and In-Country Value (ICV) systems, aiming to boost industrial investment, generate skilled employment, and enhance UAE supply chains.
The announcements took place during the second Make it with ADNOC Forum, conducted at Emirates Palace in Abu Dhabi prior to ADIPEC.
The initiatives seek to offer producers, vendors, and investors enhanced insight into upcoming demand, easier access to ADNOC agreements, and improved motivations to create and grow manufacturing capabilities in the UAE.
The opportunities encompass over 200 key products and a wide variety of vital spare parts that ADNOC intends to procure locally.
The program covers rotating machinery and power, electrical and automation systems, drilling and completion tools, chemicals and catalysts, piping and fabrication, heavy machinery, spare components, and sophisticated manufacturing.
Numerous products that have been identified are presently brought in from other countries. Bringing their production closer to home is anticipated to reduce lead times, minimize vulnerability to global supply interruptions, and enhance the robustness of ADNOC’s projects and operations.

Dr Sultan Al Jaber, UAE Minister of Industry and Advanced Technology and ADNOC Managing Director and Group CEO, says, “ADNOC's growth creates a powerful opportunity to deepen the UAE's industrial strength. Our next phase is about giving manufacturers and investors the confidence to act: clarity on what we need, visibility of when we need it, and a simpler route to compete for our business. We are inviting companies to build capabilities in the UAE that will serve our industry and country for years to come”.
ADNOC will collaborate with the Ministry of Industry and Advanced Technology (MoIAT) and the Abu Dhabi Investment Office (ADIO) to link manufacturing prospects with industrial assistance, access to the national industrial database, and funding through the National Industrial Resilience Fund. The partnership aims to assist manufacturers in converting recognized demand into feasible investments, aligning with the goals of 'Make it in the Emirates'.

ADNOC additionally signed two Memoranda of Understanding during the forum's sidelines with ADIO and KEZAD Group to bolster its goals for industrial development and localization.
The firm revealed the growth of its Local+ initiative to over 100 UAE manufacturers, an increase from 70 at its inception in May 2026.
The initiative prioritizes UAE-manufactured products in ADNOC projects by mandating that engineering, procurement, and construction contractors involved in new tenders obtain necessary products from manufacturers listed as approved. A revamped supplier registration and prequalification system is anticipated to cut down the time needed for companies to register and qualify for ADNOC contracts by as much as 80 percent.
The updated model reduces the number of needed documents by 50 percent and eliminates prequalification criteria for 60 percent of service categories. A unified digital portal will combine registration, qualification, and compliance processes, with criteria customized to the type and risk of the job.
