Comprehensive Infrastructure – Sustainable Development: PM

Prime Minister Pham Minh Chinh has emphasized the importance of having modern and inclusive infrastructure as a pressing need and a strategic goal in the long run, as it plays a crucial role in facilitating rapid and sustainable development. He expressed his thoughts during the Ministry of Construction's annual conference, which focused on evaluating the achievements of 2025 and setting goals for the upcoming year.
Reviewing the performance of the ministry and the construction sector in 2025, PM Chinh emphasized both significant accomplishments and acknowledged the current deficiencies that require attention.

These deficiencies involve inadequacies in planning, sluggish allocation of public funding, postponements in site clearance for construction projects, potential risks in the real estate industry, and persistent obstacles in the development of smart cities and civilized rural areas.
He emphasized that 2026 will be an important year due to the upcoming 14th National Party Congress, elections for the 16th National Assembly and People’s Councils, and the implementation of resolutions and development plans. The goal is to achieve double-digit economic growth and propel the nation towards a new phase of development by learning from both successes and limitations.
In this framework, the Party and State still consider infrastructure development as a key priority, focusing on improving comprehensive and modern infrastructure, especially in transportation, technology, and eco-friendly digital transition to achieve the goal of double-digit economic growth in the country.

PM Chinh emphasized the importance of prioritizing the advancement of social housing to achieve the goal of providing one million affordable homes by 2028, with a focus on maintaining transparency in the property market.
Additionally, he highlighted the need to improve the transportation sector by creating a more competitive, transparent, and high-quality market to lower logistics expenses and boost the competitiveness of goods. Furthermore, PM Chinh stressed the urgency of addressing current deficiencies by expediting public investment allocation, fortifying public-private partnerships, ensuring a transparent selection process for contractors, and intensifying oversight to guarantee quality, safety, and integrity without corruption.
The government official delegated prompt duties to the ministry, such as finalizing technical guidelines for high-speed rail by January 2026 as a foundation for choosing appropriate technology and investment strategies, creating a real estate transaction platform to promote a fair, transparent, and enduring market, and initiating early oversight and monitoring to thwart corruption, extravagance, and detrimental occurrences.

During this event, Prime Minister Chinh participated in a ceremony unveiling and initiating the Ministry of Construction's latest information technology platforms. These platforms include the national database focusing on construction activities along with nine specialized databases, a centralized system for managing local administrative processes, and the national smart city portal.
