DMCC Establishes Foundations Regulations

DMCC, the premier global business hub facilitating the movement of international trade through Dubai, has officially implemented its new Foundations Regulations, representing a notable growth of its private wealth and structuring services.
The creation of the framework comes after DMCC's announcement in June that it was getting ready to launch Foundations as its upcoming structuring option.
Created after thorough market discussions, global comparisons, and an analysis of top foundation systems, the framework offers a contemporary legal structure for high-net-worth individuals, family offices, entrepreneurs, and international private wealth clients desiring increased flexibility in the long-term stewardship, administration, and inheritance of assets.
According to the new regulations, a DMCC Foundation is created as a distinct legal entity independent from its founder, councillors, guardian, and beneficiaries.
The framework allows for assets to be retained and administered in line with the Foundation’s outlined goals and governance structures, offering an organized method to facilitate long-term asset retention, succession strategies, wealth safeguarding, and continuity across generations.

Incorporating Foundations into our current SPV and HoldCo frameworks, with the backing of the DMCC Wealth Hub and DMCC FinX, enhances our platform for individuals, families, and businesses to structure, safeguard, and allocate capital from Dubai sustainably, including aspects of succession, governance, and continuity across generations.
The framework offers considerable adaptability regarding the structure and governance of a Foundation. Founders are able to create provisions addressing beneficiaries, management and distribution of assets, governance, and decision-making processes, while some authorities may be retained by founders or selected individuals, including those concerning investment choices, appointments, and beneficiaries. DMCC Foundations can be created with starting assets of at least $100.

The launch of Foundations enhances DMCC’s role as a holistic platform for private capital, linking wealth structuring with investment prospects, specialized business ecosystems, and access to global markets from Dubai.
It further expands DMCC's wider reach into private wealth and capital structuring. In 2025, DMCC launched Special Purpose Vehicle (SPV) and Holding Company (HoldCo) licenses, expanding the variety of structures accessible to investors active in international markets.
Foundations provide an additional choice aimed explicitly at long-term continuity, asset control, and governance, enhancing the expanding private wealth and family office sector backed by the DMCC Wealth Hub and its broader financial network.

DMCC is currently progressing the last components of the framework's market launch, featuring supportive guidelines for creating and managing a DMCC Foundation along with an improved digital onboarding process, both of which are expected to be introduced soon.
