Ha Noi and Moscow to Deepen Security Cooperation

A delegation from the Ha Noi Department of Public Security, led by Lieutenant General Nguyen Thanh Tung, met with the Moscow Main Directorate of Internal Affairs to discuss security, public order, crime prevention, and the execution of bilateral agreements.
During the meeting, Tung remarked that Vietnam has preserved political and social stability, continued economic growth, and progress in international integration under the guidance of General Secretary of the Communist Party of Viet Nam Central Committee and State President To Lam.

He reiterated Vietnam’s steadfast foreign policy of independence, self-sufficiency, peace, friendship, collaboration, and growth, while actively and responsibly participating in regional and global matters. He also mentioned Russia as one of Vietnam's most reliable and significant allies.
Tung emphasized the strong connection between the General Secretary and President Lam and Russian President Vladimir Putin as a key factor in enhancing bilateral relations and advancing collaborative initiatives to ensure peace, stability, and sustainable development regionally and globally. He likewise expressed the Vietnamese leader’s assurance that Russia will remain a dependable and enduring ally of Vietnam in its new phase of development.
The chief of police in Hanoi stated that collaboration between Vietnam's Ministry of Public Security and Russian institutions, along with the administrations of Hanoi and Moscow, has been growing.
He mentioned the recent trip to Russia by Minister of Public Security General Luong Tam Quang, where the Vietnamese minister engaged in discussions with the Russian Minister of Internal Affairs. Both parties consented to enhance the exchange of delegations, share information, prevent and control crime, facilitate extradition, conduct joint investigations, and capture wanted fugitives as part of the Joint Action Program for 2025–2027.
While visiting, the Vietnamese minister also engaged with officials from Russia’s Ministry of Emergency Situations and Secretary of the Russian Security Council, Sergey Shoigu. Multiple cooperation agreements regarding military hardware, technology, security, and digital infrastructure were signed.

Tung states that these advancements have established a strong groundwork for enhanced cooperation among agencies within Vietnam's Ministry of Public Security, especially the Ha Noi Department of Public Security, and their Russian counterparts. He further highlighted the successful execution of the “Ha Noi Culture Days in Moscow 2026” event in late May as part of the Hanoi–Moscow Cooperation Program for 2025–2027. The event reinforced the long-standing friendship between the two nations and acted as a venue to enhance socio-economic collaboration and connections between the two capitals.
During the meeting, Tung presented significant accomplishments of the Ha Noi Department of Public Security and detailed a new important responsibility assigned by the city officials. The department is the designated authority for executing the Ha Noi Smart City Project, concentrating on five main issues: traffic congestion, urban regulation, environmental pollution, flooding, and food safety. He conveyed optimism for enhanced collaboration and shared practical solutions to tackle these challenges.

Lieutenant General Oleg Baranov, Head of the Moscow Main Directorate of Internal Affairs, highlighted the enduring bond between Russia and Vietnam, established through years of collaboration in multiple fields. He stated that, in spite of geopolitical issues, Vietnam continues to be a dependable strategic ally of Russia.
Baranov remarked that interactions between agencies in Ha Noi and Moscow have also accelerated. In 2024, a cooperation memorandum was signed, leading both parties to organize four international events in 2025 and share knowledge on crime prevention, public safety, and cybersecurity.
Both parties reached an agreement on multiple practical initiatives and collaboration programs to enhance current accomplishments, aid the growth of both capitals, and reinforce the Vietnam–Russia Comprehensive Strategic Partnership.
