Korea Eyes Energy for Under $350 Billion US Investment Plan

Finance Minister Koo Yun-cheol announced that Korea's first project under its $350 billion investment pledge to the US is being evaluated within the energy sector.

During a luncheon organized by the American Chamber of Commerce in Korea (AMCHAM), Koo mentioned that the establishment of the Korea-U.S. Strategic Investment Corp. (KUIC) in June created the institutional structure necessary to implement the investment plan.

He urged firms from both nations to collaborate in finding commercially viable projects that would advantage both parties.

"Energy seems to be a sector garnering considerable attention," Koo remarked, emphasizing that obtaining adequate and cost-effective energy will be essential as electricity demand increases alongside the rise of artificial intelligence (AI).

In response to complaints from the US Department of Commerce about the postponed choice of the initial investment project, Koo emphasized that “there is no intention to intentionally postpone the process.” He stated that the administration would strive to find a project advantageous to both nations and proceed with it promptly.

At a Korea-US summit last October in Gyeongju, which took place alongside the Asia-Pacific Economic Cooperation summit, Seoul committed to invest $350 billion in Washington, while the US consented to reduce tariffs on Korean imports from 25 percent to 15 percent. Of the $150 billion allocated for shipbuilding, the other $200 billion still awaits designation for particular projects.

The recent luncheon acted as a continuation of AMCHAM’s Special Report: Korea’s Financial Hub Agenda, which detailed strategies to establish Korea as a global financial center and was presented to the Korean government in April.

At the event, Koo detailed initiatives aimed at aligning Korea’s capital and foreign exchange markets with global benchmarks, such as reforms in corporate governance and strategies to enhance the international utilization of the won.

 

Specifically, Koo stated that the government intends to increase the reporting threshold for foreign currency loans by foreign bank branches and the cap for cash-pooling arrangements from $50 million to a minimum of $100 million, in line with suggestions from AMCHAM’s special report.

The initiative is intended to relax rules regarding foreign banks’ funding and liquidity management in Korea and enhance their access to the domestic financial market.

AMCHAM Chairman and CEO James Kim stated that Korea is becoming an important contributor to the global AI transformation. He stated that the subsequent stage of the US-Korea economic partnership ought to emphasize tangible investment in crucial industries, enhanced technology collaboration, and tighter regulatory alignment, especially in the digital domain.
