Party Chief Calls for Stronger Legal Framework on Food Safety

Party General Secretary To Lam stated that enhancing methods and regulations regarding food safety should prioritize safeguarding public health.

This will instill a sense of confidence in consumers when using everyday food items, as well as promote a transparent and supportive atmosphere for lawful food producers and sellers.

He emphasized during the initial quarterly meeting of the Standing Board of the Central Steering Committee on Enhancing Institutions and Laws that strict action must be taken against violations related to the production and sale of substandard food that poses a risk to public health.

The Party leader requested the Government Party Committee to instruct relevant ministries and sectors to conduct a thorough examination of the Party's positions and guidelines on food safety.

Following the review, authorities should establish directions and duties for enhancing food safety management mechanisms and policies in the upcoming period. He stressed the importance of going beyond just revising and adding to the Food Safety Law and its accompanying documents.

It is crucial to address issues concerning standards, technical regulations, product quality management, and goods supervision in a cohesive way to ensure practicality and consistency with global standards.

 

The Party leader explained that the amendments to the Food Safety Law aim to create a modern, consistent, and efficient legal structure. He also emphasized that there should be a transition from managing specific stages to overseeing the entire food production process.

He mentioned that oversight should encompass every step from sourcing materials to manufacturing, processing, distributing, selling, and consuming. This strategy is expected to eliminate redundant management practices, enhance the capacity to mitigate risks, and efficiently address food safety emergencies.

He stated that the decision would also encourage the advancement of clean, secure, and high-quality food manufacturing, satisfying local needs and allowing Viet Nam to engage more extensively in worldwide safe food distribution networks.During the meeting, attendees talked about preliminary papers, such as a suggestion on legislative guidelines for the 16th-term National Assembly and a plan to enhance Viet Nam's legal framework in the modern period. Discussions were also held on reports regarding methods and regulations to enforce the Party’s principles on the advancement of private economy.

At the end of the meeting, the Party leader praised the organizations that worked on the reports and suggestions and requested them to integrate input from the participants to improve the documents even more. He emphasized the importance of prioritizing the establishment of essential elements from the documents of the 14th National Party Congress in 2026 as a key focus for the 16th National Assembly.

This should be done while maintaining alignment with the Politburo's directions for enhancing Vietnam's legal framework to meet the needs of development in the modern age.

He urged for the continuation and clarification of Party guidelines and the prompt issuance of detailed regulations to ensure that institutionalized policies in support of private sector development can be implemented quickly under Politburo Resolution No. 68-NQ/TW. The relevant authorities were encouraged to continue improving structures to establish a positive environment for investment and business, lower costs associated with legal compliance, and enhance availability of resources like land, capital, technology, innovation, and digital transformation.

The leader of the Party emphasized the importance of support policies that would facilitate the transition of household businesses to small and medium-sized enterprises (SMEs), SMEs to expand into large corporations, and large companies to develop into regional and global corporations.
