PM Pham Minh Chinh Meets With Chairman of Russian State

Vietnamese Prime Minister Pham Minh Chinh held a meeting in Moscow with Chairman of the Russian State Duma Vyacheslav Volodin and members of various political parties in the State Duma during his official visit to the European nation.
Chairman Volodin congratulated the Party, State, and citizens of Viet Nam for successfully hosting the 14th National Congress of the Communist Party of Viet Nam (CPV) and for electing deputies to the 16th National Assembly (NA), while also conveying his best wishes to General Secretary To Lam, NA Chairman Tran Thanh Man, and other prominent Vietnamese leaders.

He stated that Russia views Viet Nam as a longtime friend and a significant partner in the Asia-Pacific area. Members of the Russian State Duma, despite differing party affiliations, have a favorable view and endorse advancing the Comprehensive Strategic Partnership with Viet Nam, the official emphasized.
Chairman Volodin confirmed that the Russian State Duma is prepared to work alongside the Vietnamese side to fulfill high-level agreements, thereby deepening, strengthening, and improving the effectiveness of the Comprehensive Strategic Partnership between Russia and Vietnam. The Russian Federal Assembly will maintain close cooperation with the Vietnamese NA to develop and enhance the legal framework for bilateral collaboration, particularly in the areas of economy and trade, energy, and education and training, he stated.
PM Chinh expressed gratitude to Chairman Volodin for the congratulations on the success of the 14th National Party Congress and for his backing of the development of Viet Nam-Russia relations overall and specifically between the two parliaments.
The PM also expressed the warm regards of General Secretary To Lam and other senior Vietnamese officials to Chairman Volodin, a cherished and close friend of the Party, State, NA, and the people of Viet Nam.

PM Chinh expressed gratitude to Chairman Volodin and the Russian leaders for their warm, respectful, cordial, and trusting reception of the high-level Vietnamese delegation, stating his impressions and satisfaction with the outcomes of discussions with his Russian counterpart Mikhail Mishustin and his meeting with Valentina Matviyenko, Chairwoman of the Federation Council.
He highlighted that the visit to Russia by the senior Vietnamese delegation is highly important for advancing the execution of high-level agreements between the nations, particularly those made between General Secretary To Lam and President Vladimir Putin; reaching consensus on several key directions to realign and enhance Viet Nam-Russia cooperation, addressing the developmental needs of both countries in the new era; and discussing specific strategies to strengthen all facets of bilateral cooperation.

PM Chinh expressed great appreciation for the significance of the Russian State Duma and its Chairman Volodin in enhancing the legal framework, aiding the execution of high-level agreements, and backing the realization of specific cooperation programs, plans, and projects to advance and deepen Viet Nam-Russia collaboration.
He expressed gratitude to the Russian Federal Assembly for its regard, assistance, and security assurances for the Vietnamese community residing, working, and studying in Russia, promoting their stability and integration within the local society, fostering a bridge of friendship and collaboration between both nations and their citizens. PM Chinh additionally expressed his wishes for the Russian side to succeed in organizing the State Duma election in September 2026.
Chairman Volodin highlighted that although relations have progressed consistently in recent years, the Comprehensive Strategic Partnership between Russia and Vietnam still possesses significant opportunities and potential for additional growth.
