Saudi Arabia Homeownership Rises 66.24 Percent, Exceeds Target

In 2025, Saudi Arabia achieved a notable homeownership milestone, with the national rate increasing to 66.24 percent, surpassing the yearly target of 65 percent and getting nearer to the Saudi Vision 2030 goal of 70 percent.
Throughout the year, 107,000 housing units and developed land plots were made available, increasing the options for Saudi homebuyers.

The intent of buyers is also apparent at Cityscape Global. During the 2025 event, 62 percent of attendees were actively searching for homes, and 42 percent of those buying homes expressed interest in properties priced from $300,000 to $2.6 million. This provides developers access to a targeted audience that is actively contemplating property acquisitions in various price ranges.
The release of the Implementing Regulations for the Law of Real Estate Ownership by Non-Saudis expands this opportunity, detailing the ways foreign individuals, companies, and other entities can obtain real estate and property rights in Saudi Arabia. Enhanced clarity regarding eligibility, registration, and ownership criteria establishes clearer pathways for international purchasers and unveils new potential buyer categories in the residential market.
In this context, Cityscape Global 2026 will link homebuyers and property investors with developers, financial institutions, and policymakers within a single marketplace. Purchasers can evaluate a vast selection of housing projects, investigate funding alternatives, and tap into the knowledge required to make well-informed buying and investment choices.

In 2025, the National Housing Company (NHC) received a Guinness World Records™ accolade for the highest number of homes sold at a real estate exhibition, showcasing the strength of buyer interest at Cityscape Global and the event's capability to facilitate property sales.
Minister of Municipalities and Housing Majed Al-Hogail says, “Saudi Arabia is transforming access to homeownership, creating new opportunities for citizens, residents, and international buyers to invest in one of the world's most dynamic real estate markets. As we continue to expand financing options and deliver new residential communities, Cityscape Global provides the platform where homebuyers, property investors, and developers come together to turn opportunity into tangible ownership. Together, these efforts support our Vision 2030 ambition to increase homeownership, attract impactful investment, and build thriving communities for generations to come.”
NHC CEO Mohammad Albuty says, “Saudi Arabia's real estate sector is experiencing rapid growth, driven by rising demand for homeownership and growing investor confidence in the market".
"NHC continues to lead this transformation as the region's largest real estate developer, placing quality of life at the forefront of its priorities by creating integrated urban communities that embody a modern, sustainable lifestyle."
NHC is also growing its real estate portfolio, which reached SAR250 billion by the close of 2025, aiming to surpass SAR500 billion and create over 600,000 residential units by 2030. This will offer a variety of choices and adaptable solutions that fulfill the ambitions of every societal segment and investors.
Cityscape Global 2026 will expand on this marketplace concept, equipping buyers with the resources and insights to manage the property buying process in a single location. By comparing features and exploring financing choices to addressing affordability and buying directly on site when possible, the event aims to assist buyers in progressing from contemplation to well-informed decision-making.
Tahaluf Executive Vice President Rachel Sturgess says, “Saudi Arabia's strong progress on homeownership, together with clearer routes for international participation, is creating a broader and more diverse buyer market. Cityscape Global is designed to turn that momentum into action, giving people the ability to compare properties, understand their financing options and make informed purchasing decisions. For developers, that means direct access to qualified buyers with clear purchase intent. Cityscape Global is where supply meets demand and where property opportunity can translate into transactions.”
