Saudi Arabia Inks Energy Deals With IEF, Others

Saudi Arabia has entered into three agreements to enhance energy collaboration, promote climate initiatives, and increase availability of clean cooking options, including liquefied petroleum gas (LPG), during the 25th World Petroleum Congress (WPC) Energy Congress in Riyadh.
The contracts were finalized during Energy Week, which continues until October 15, in the presence of Minister of Energy and Minister of Industry and Mineral Resources Prince Abdulaziz bin Salman bin Abdulaziz.

The Ministry of Energy entered into a memorandum of understanding (MoU) with the International Energy Forum (IEF), and the Oil Sustainability Program (OSP) established an MoU with Sierra Leone’s Ministry of Energy along with an agreement with the Bettering Human Lives Foundation based in the US.
The ministry's partnership with the IEF seeks to enhance collaboration within the energy sector, encompassing sustainable clean energy methods, associated technologies, climate change reduction, and the implementation of the Circular Carbon Economy (CCE) framework. The MoU additionally backs the Regional CCE Cooperation Initiative and climate-focused outreach on both regional and international fronts.
The collaboration will enhance the IEF’s involvement with the initiative, foster ongoing discussions, and build upon existing studies, including the forum’s report, Empowering Sustainable Futures: MENA NDCs Climate Action. The report analyzes advancements on nationally determined contributions and offers a regional evaluation of climate initiatives in the Middle East and North Africa.
The contract was endorsed by Faisal Al-Mousa, general director of the ministry’s General Department for Clean Hydrocarbon Technologies Support, along with IEF Secretary General Jassim Al-Shirawi. In another development, the OSP finalized a MoU with Sierra Leone’s Ministry of Energy to enhance sustainable energy access and broaden clean cooking options. The contract was executed by OSP CEO Mohammed Al-Tayyar and Sierra Leone's Deputy Minister of Energy Abdul Rahim Jalloh.

The collaboration will examine renewable energy endeavors, hydrocarbon-related solutions for transportation infrastructure and fuels, and efforts to enhance access to clean cooking technologies. It additionally facilitates the creation and execution of coordinated strategies to enhance access to LPG, renewable energy, and other clean cooking alternatives, along with awareness initiatives that emphasize the role of clean cooking in achieving the United Nations Sustainable Development Goals.
The two parties will aim to promote global collaboration and investment in clean cooking fuels, technologies, and their related value chains. They will also investigate methods to assist households in obtaining appropriate solutions, such as LPG, electricity aid, energy-efficiency certificates, and various cooking options. The third accord, executed by the OSP and the Bettering Human Lives Foundation, centers on broadening clean cooking options utilizing LPG.
Al-Tayyar finalized the contract with the foundation's Executive Director, Anne Hyre. The collaboration seeks to harmonize priorities, recognize mutual interests, and create possible structures for executing joint efforts.

Anticipated cooperation areas consist of joint projects aimed at enhancing LPG market expansion, women-led community initiatives, and efforts to raise safety awareness and foster public trust in clean fuels.
The accord also includes sharing expertise, evaluating solutions tailored to end users and target communities, and pinpointing chances to enhance the LPG ecosystem.
Additional collaboration might encompass research, workshops, roundtables, seminars, and global conferences to examine both local and international regulatory viewpoints. The three agreements collectively underscore Saudi Arabia’s commitment to enhancing global energy collaborations, backing climate-related projects, and advancing tangible solutions for sustainable energy access, focusing specifically on increasing clean cooking alternatives in underserved areas.
