TSMC Sees Kaohsiung to Boost Semiconductor Testing Efficiency

TSMC is broadening its semiconductor activities in Kaohsiung by establishing a new verification line in the Baipu Industrial Park, a development that local authorities think will enhance southern Taiwan’s position in advanced chip production and packaging.

The initiative aims to enhance the link between equipment and material providers and actual production requirements, offering them a specific area to assess hardware, software, and process integration prior to entering large-scale factories operated by TSMC or ASE Group.

At a recent semiconductor forum organized by SEMI, TSMC's vice president of advanced packaging, He Jun, stated that the Baipu site is set to span approximately 3 hectares and will feature two structures. The facility will implement a modular key process verification line, assisting suppliers in finalizing hardware, software, and process integration verification prior to transitioning to mass-production plants.

Kaohsiung's Mayor Chen Chi-mai stated that the city is taking advantage of the chance offered by the post-Moore era. With the increasing significance of advanced packaging in enhancing chip performance and semiconductor competitiveness, the city recognizes this as a vital growth sector. Officials also mentioned that Baipu will enhance the current semiconductor clusters in Nanzih, Renwu, and Ciaotou, aiding in the establishment of a more comprehensive supply chain in the southern region, covering production, equipment, materials, and technical services.

Deputy Mayor Lo Ta-sheng noted that Baipu Industrial Park covers around 88.73 hectares, with around 53 hectares allocated for industrial purposes and nearly 25 hectares reserved for associated suppliers. Taiwan’s Ministry of Economic Affairs approved the park on March 17, and the developer for the public works has already been chosen. The contract is currently being completed, and construction is set to start in September.

The new Baipu verification line goes beyond just a story of real estate or industrial park development. It indicates a wider change in semiconductor tactics, where achievement is now defined not solely by wafer production or fabrication size. In the current electronics sector, the capacity to swiftly validate processes, minimize risk, and decrease production time has emerged as a key competitive edge.

For suppliers, a specific verification line can serve as an effective link between design and production. Rather than relying on expensive trial and error in an active production setting, businesses can evaluate equipment and materials in an environment that mimics actual fabrication conditions more closely. This is important for sourcing choices too, as purchasers increasingly seek assurance that each element in the chain meets the specifications for precision, yield, and reliability prior to mass production.

This is particularly important for advanced packaging, where the difficulty lies not only in producing smaller chips but also in integrating various dies, substrates, interconnects, and materials into cohesive systems. With the increased demand for capability in smaller spaces from mobile devices, AI hardware, data center servers, and other high-performance electronics, packaging has shifted to being a primary area of innovation instead of a final step.

The Baipu initiative also addresses an evolving logistics framework in semiconductor creation. In conventional manufacturing, suppliers frequently function far from ultimate production requirements, leading to delays when problems occur during integration.

By establishing a nearby verification environment, TSMC and regional officials are efficiently enhancing the feedback loop among sourcing, testing, and deployment.

 

For southern Taiwan, this may enhance its position not just as a manufacturing center but also as a service and aid hub for the semiconductor sector. In this regard, Baipu is integral to a broader industrial strategy: creating a comprehensive ecosystem where companies not only move products in and out but also work closely together in development, logistics, and technical validation.
