Viet Nam to Officially Switch to Biofuels from June 1, 2026

Vietnam will officially switch to using E5 and E10 biofuels starting on June 1, 2026, following a long-term roadmap developed by the government and related ministries and sectors. The launch is reportedly prepared in terms of legal structure, technical foundation, and agreement among the business sector, which aligns with the nation's objectives of sustainable growth and environmental conservation.

Speaking at a conference on fuel supply and management in 2025, as well as discussing plans for 2026, organized by the Ministry of Industry and Trade (MoIT) on January 16, Le Ngoc Hung, a representative from the Ministry of Science and Technology (MST), stated that the Government has set up the required conditions to launch E10 fuel according to the planned schedule.

Practical preparation for the transition has been made by significant fuel distributors. Petrolimex has almost finished all necessary preparations, and PVOIL has also largely fulfilled the appropriate requirements.

These initiatives are crucial in guaranteeing a sufficient supply and quality of biofuels upon their nationwide implementation. Yet, there are still deficiencies in the existing standards and technical regulations that oversee the petroleum industry, specifically concerning storage facilities and technical infrastructure. The Ministry of Science and Technology is in the process of drafting a new Law on Product Quality that includes various new clauses, emphasizing the necessity for improved collaboration among ministries, sectors, and local authorities to finalize standards and regulations for the fuel industry, guaranteeing a secure, open, and safe market.

Regularly conducting inspections and supervision were emphasized as important tasks. The utilization of biofuels provides evident advantages, particularly in regards to protecting the environment.

Additionally, the advancement of biofuels also supports the growth of the biofuel production sector, generates employment opportunities, and has a positive impact on socio-economic progress.

 

In late 2025, the MST held working missions with major fuel companies to assess the progress of implementing Government Decision 53/2012/QD-TTg regarding the development and use of biofuel.The discussions included listening to feedback and addressing any challenges faced. It was found that the majority of businesses were in favor of the biofuel utilization policy.

Pham Thanh Trung, Deputy Director of the MoIT’s Legal Department, stated that a recently proposed decree on petroleum trading is currently in the final stages of consultation before being officially issued.

By ensuring policies, infrastructure, and active involvement from businesses are all well-coordinated, Viet Nam is anticipating that the transition to biofuels on June 1, 2026 will be a significant milestone for the country's fuel industry. This move is aimed at leading the fuel market towards a more sustainable and eco-friendly direction.
