Vietnam and China Sign 32 Cooperation Documents

Vietnam and China have agreed on 32 cooperation agreements, including a plan for collaboration between the Communist Party of Vietnam and the Communist Party of China for the period 2026-2030.
Another agreement is a memorandum of understanding between the Organisation Commission of the CPV Central Committee and its Chinese counterpart.

Additionally, there is a cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the International Liaison Department of the CPC Central Committee.
During the state visit to China, the General Secretary of the Communist Party of Viet Nam Central Committee and State President To Lam and his spouse signed 32 cooperation documents spanning various sectors.
The papers consist of a partnership plan between the Communist Party of Viet Nam (CPV) and the Communist Party of China (CPC) for the period 2026–2030; an understanding memorandum (MoU) on collaboration between the Organisation Commission of the CPV Central Committee and its Chinese equivalent; a cooperation pact between the Ministry of Foreign Affairs of Viet Nam and the International Liaison Department of the CPC Central Committee.
At the same time, the governments of the two nations inked a MoU on collaboration under the Global Security Initiative framework; a transfer document for project files backing the development of a feasibility analysis for the Lao Cai - Ha Noi - Hai Phong railway line; and an accord on collaboration and reciprocal administrative support in customs issues.
Other papers consist of an official correspondence regarding the initial stage of constructing a second campus for the Viet Nam Academy of Traditional Medicine utilizing non-repayable assistance from the Chinese government. This document was endorsed by the Vietnamese Ministry of Health and the China International Development Cooperation Agency.

Another document is a Memorandum of Understanding (MoU) between the Ministry of Construction of Vietnam and the National Development and Reform Commission (NDRC) of China aiming to carry out railway training cooperation to improve the skills of Vietnamese railway personnel. Additionally, there is a MoU on vocational education collaboration between the Ministry of Education and Training of Vietnam and the Ministry of Education of China.
The Ministry of Science and Technology in Viet Nam and the Ministry of Industry and Information Technology in China have signed a Memorandum of Understanding to carry out a collaborative research program between Viet Nam and China, as well as another Memorandum of Understanding focused on cooperation in digital technology.
At the same time, the Ministries of Public Security from both nations penned an agreement regarding the creation, supervision, and functioning of a direct line of communication at the ministerial level. Additionally, a Memorandum of Understanding (MoU) was executed for collaborative efforts and information sharing in the realms of culture, arts, and sports.

Another MoU was also signed to enhance cooperation in overseeing security and maintaining order within the tourism sector. The Memorandum of Understanding signed by the Ministries of Justice of Viet Nam and China signifies a commitment to enhancing collaboration in addressing civil and commercial disputes among border residents. They have also established a cooperation program scheduled for 2026-2027.
