Vietnam, US Advance Trade Talks Toward Fair, Balanced Agreement

Vietnamese Trade and Industry Minister Nguyen Hong Dien and the US Trade Representative Jamieson Greer jointly led the eighth high-level ministerial discussion in the US capital, representing a progressive advancement toward completing a mutually beneficial trade arrangement between the two countries.
Discussions were held prior to the planned technical meetings set to occur from November 12 through November 14, as reported by Vietnam's Ministry of Industry and Trade.
During a collaborative and positive dialogue, the parties engaged in a comprehensive discussion, sharing perspectives and exploring potential solutions to critical unresolved matters, while simultaneously examining the overall dynamics of their commercial interactions.

Greer commended the advancements made to date, specifically highlighting the endorsement of the Joint Statement regarding a Framework for a Mutually Beneficial and Equitable Trade Agreement, and characterized this development as a significant step forward in advancing the ongoing negotiation process.
He praised Vietnam's methodical and pragmatic method of responding to American suggestions and recognized the positive attitude and collaborative efforts demonstrated by the Vietnamese team.
The US government representative provided an overall favorable response to multiple proposals put forward by Vietnamese officials.
The Minister emphasized Vietnam's commitment to developing an equitable and stable economic relationship with the US.
He detailed the specific strategies Vietnam has implemented to enhance mutual trade and stressed that completing the bilateral trade agreement would strengthen the comprehensive strategic relationship between Vietnam and the US, expanding collaborative efforts beyond mere commercial interactions.

Dien suggested methods to expedite the negotiation proceedings, advocating for an adaptable and pragmatic strategy that would benefit both parties' objectives.
Greer expressed support for the proposed ideas and assigned the US technical experts to analyze them in preparation for subsequent talks with the Vietnamese representatives.
Both parties acknowledged that the current negotiation session was critically crucial in resolving outstanding concerns and making progress toward finalizing a mutual trade deal that would provide concrete advantages to each nation.
This gathering represented the most recent advancement in discussions that initiated in the final days of April, following the US government's declaration of a 46 percent matching tariff on imports from Vietnam during that same period.

The proposed action was delayed for a three-month period to create an opportunity for discussion and negotiation.
In August, President Donald Trump enacted an executive directive that modified the reciprocal tariff rates for 69 different countries and territories included in Annex I, with a specific focus on Vietnam, effectively lowering the import tariff for Vietnamese goods from 46 percent to 20 percent.
