Q1. After nearly four decades in ICT governance, what leadership principles continue guiding your vision for building resilient, citizen-centric digital ecosystems globally?

A. My leadership philosophy is anchored in six enduring principles: citizen-first service, resilience by design, ethical leadership, collaborative partnerships, accountable governance, and continuous innovation. Drawing on the values championed by the Chartered CIO Council South Africa, I believe that digital transformation must be guided by integrity, professionalism, transparency, responsible stewardship, and a commitment to public value.

Digitalisation and Economic growth should never be an end in itself; it must improve lives, strengthen trust, and create inclusive opportunities for all. By combining ethical governance with innovation, we can build secure, sustainable, and citizen-centric digital ecosystems that are resilient today and prepared for the challenges of tomorrow.

Q2. Having led complex public-sector transformations, how did you align governance, procurement, and people management while navigating large-scale institutional resistance successfully?

A. Over nearly four decades in ICT governance and digital transformation, I have learned that sustainable success is achieved when governance, procurement, and people are aligned around a shared purpose. Effective leaders place citizens at the centre, embed ethics and accountability in every decision, and build resilience through collaboration, innovation, and sound governance.

Guided by the principles of the Chartered CIO Council South Africa, I believe technology should create measurable public value, strengthen trust, and empower people. By fostering strategic partnerships across government, the private sector, and the ICT industry, and by transforming resistance into engagement, we can build secure, inclusive, and future-ready digital ecosystems that deliver meaningful outcomes for society and future generations

Q3. While integrating provincial ICT functions into SITA, what critical leadership decisions shaped collaboration, accountability, and long-term operational sustainability outcomes?

A. As government ICT functions are integrated into SITA, the most critical leadership decisions will be those that strengthen economies of scale, ability to maximise economic and citizen benefit, improve intergovernmental service collaboration, clarify accountability, and ensure long-term operational sustainability.

Success depends on establishing a unified governance and delivery model with clearly defined roles, service accountability, and performance outcomes across national, provincial, and local spheres of government. Equally important is creating a citizen-centric, Government-as-a-Service operating model that delivers secure, resilient, and interoperable digital services in real time, with an always-on capability. This requires strategic investment in people, skills, cybersecurity, cloud-enabled platforms, solution architecture driven marketplace and service excellence.

Through ethical leadership, transparent governance, and strong partnerships, we can transform ICT from a support function into a strategic enabler of responsive, efficient, and trusted public service delivery.

Q4. Across cybersecurity, cloud, and network operations, how do you balance innovation ambitions with governance discipline within high-pressure public-sector environments today?

A. Balancing innovation with governance discipline requires leadership that views cybersecurity, cloud, and network operations not as technology domains, but as strategic enablers of government and socio-economic outcomes. In high-pressure public-sector environments, innovation must be pursued within a framework of robust governance, accountability, risk management, service excellence and predictable service outcomes.

My experience, including large-scale transformation initiatives such as those undertaken within the City of Johannesburg, has demonstrated that sustainable digital success is achieved when resilient infrastructure, secure-by-design architectures, cloud adoption, and modern network capabilities are aligned to clear business objectives and citizen needs.

Q5. As a globally recognized CIO and policy advisor, how are you preparing future technology leaders for ethical, inclusive, AI-driven government transformation agendas?

A. As a globally recognized CIO and policy advisor, I believe the future of government transformation depends on professionalizing the CTIO role and developing leaders who can balance innovation, ethics, governance, and citizen value. Guided by the principles of the Chartered CIO Council South Africa and aligned with global CTIO leadership frameworks, I focus on building capabilities in ethical AI, cybersecurity, cloud, data governance, enterprise architecture, digital leadership, and organisational change.

Future and existing leaders must be equipped to lead inclusive, secure, resilient, and citizen-centric digital ecosystems while maintaining accountability, integrity, and public trust. Through mentoring, certification, continuous learning, and professional standards, we can cultivate digitally empowered leaders capable of delivering AI-driven, always-on government services that create sustainable public value and improve lives.

The professionalization of the CIO requires a structured ecosystem of leadership development, ethical AI governance, cybersecurity resilience, cloud and digital platform capabilities, enterprise architecture, and continuous professional learning. Through globally aligned standards, certification, mentorship, and strategic partnerships, we can develop trusted digital leaders capable of delivering secure, inclusive, citizen-centric, and always-on government services while advancing national development objectives and public value

LAST WORD: Looking back on your remarkable leadership journey, what practical advice would you offer aspiring technology leaders driving meaningful public-sector transformation initiatives today?

Looking back on a leadership journey that has enabled me to serve on global executive boards, represent the ICT profession at international platforms such as Davos, advise governments across Africa, and lead the Chartered CIO Council South Africa, I have learned that meaningful transformation is never about technology alone; it is about people, purpose, and leadership.

My advice to aspiring technology leaders is to master the fundamentals of governance, ethics, and accountability before pursuing innovation and aligning these to industry specific requirements.

They should always place citizens and societal outcomes at the centre of every decision. Build trust through transparency, lead with integrity, and never underestimate the importance of collaboration across government, industry, academia, and communities.

Invest continuously in your own development and that of others. Develop expertise in emerging technologies such as AI, cybersecurity, cloud, data, and digital platforms, but equally strengthen your capabilities in strategy, communication, change management, and stakeholder engagement. Focus on creating public value rather than implementing technology for its own sake.

Most importantly, view the CIO role as a profession and a calling to serve. The future belongs to leaders who can balance innovation with governance, ambition with responsibility, and technology with humanity. If we lead with vision, courage, and ethical purpose, we can build resilient, inclusive, and citizen-centric digital governments that create lasting impact for future generations.
