Party Chief Stresses Role of Grassroots Officials in Governance

To Lam, the Party General Secretary, led a meeting with the Party Central Committee's Commission for Organization in Ha Noi to talk about enhancing the caliber of local officials. He emphasized that bettering the quality of grassroots officials should be an ongoing and strategic priority, as it significantly impacts governance, administrative efficiency, and the accomplishment of the nation's political objectives.
Vietnam is moving towards a new phase of progress that comes with demanding standards. These standards include the ongoing work to construct and improve the Party and political system.

Additionally, there is a focus on restructuring the administrative system to make it more streamlined, effective, and efficient.
The goal is to effectively implement the two-tier local administration model and to speed up the process of decentralization and delegation of power to local authorities. This will help in fostering quick and sustainable economic growth.
The ultimate aim is to achieve long-term strategic objectives leading up to the middle of the 21st century. In light of this situation, enhancing the skills and capabilities of local government officials is essential for the nation's progress.
The leader of the Party called for a shift from the traditional method of simply increasing personnel and providing general training to a more contemporary system of personnel management that includes specific competency requirements for each role, evaluations based on results, tighter oversight of authority, and rewards for officials who demonstrate initiative, creativity, and responsibility in serving the public.
He proposed to redefine the qualifications of local government officials to align with the functions of the new two-tier local administration model.
This includes developing competency frameworks that are customized to each job role and the specific conditions of the local area, rather than using one-size-fits-all criteria nationwide. He emphasized the importance of officials meeting not only minimum standards, but also having the necessary skills for their roles and the unique characteristics of their communities.

He suggested that every province or city should set up consistent criteria for officials at the commune and ward levels, along with specific qualifications for regions with unique characteristics. The leader of the Party also urged for changes in how officials are hired, assigned, and utilized with the focus on matching the individual to the appropriate role in the correct location.
It is recommended that there be a reassessment of personnel placements following the recent organizational changes to resolve redundant responsibilities and the disconnect between current capabilities and emerging duties. He recommended implementing probation periods with specific time limits for essential roles, increasing targeted staff rotation, and aligning the assignment of officials with local circumstances. He emphasized that the placement of personnel should focus on enhancing the capacity of local governance, rather than just preserving organizational stability.

General Secretary Lam emphasized the need to transition from certificate-focused education to hands-on, job-centered training designed for specific roles and actual work scenarios. He also highlighted the importance of mentorship programs connecting seasoned professionals with new recruits. Lam suggested that assessments should be centered around performance results and societal approval, utilizing a comprehensive, quantifiable evaluation method.
