PM Chairs Meeting on Nuclear Power Plant Construction

Prime Minister Chinh highlighted that maintaining national energy security and consistent electricity provision is crucial for economic advancement. Historical data demonstrates that electricity consumption increases 1.5–2 times for each one percent of economic expansion. To illustrate, while the economy grew by more than seven percent on average in 2024, electrical demand surged by 12 percent.
Consequently, with anticipated economic growth exceeding eight percent this year, power consumption is projected to increase by 15–16 percent. The nation's maximum electricity usage currently reaches 54,500 MW, indicating that yearly demand grows by 6,500–8,200 MW, according to his statement.

The Prime Minister stressed that Vietnam intends to concentrate on advanced technology development, semiconductor manufacturing, establishing large-scale national data centers, advancing green transformation, expanding electric vehicle adoption, and constructing high-speed and metropolitan railway networks, all of which will create substantial electricity requirements.
As a result, there is an urgent need to expand power generation capacity, with nuclear power viewed as a reliable and vital energy source to guarantee energy security, facilitate the shift toward clean and eco-friendly energy, and meet low-carbon objectives.
The Party Central Committee and Politburo have recently adopted a resolution to revive the Ninh Thuan Nuclear Power Project and advance research into Vietnam's nuclear energy development strategy.

This resolution addresses national energy security objectives extending to 2030 with projections through 2045, mandating the prompt execution of the Ninh Thuan 1 and 2 nuclear facilities in partnership with appropriate collaborators while maximizing advantages and considering prior commitments.
Throughout the session, the governmental head instructed steering committee participants to focus on evaluating task progress and developing recommendations through resolute commitment, intensive efforts, and firm decision-making.
Located in Khanh Hoa province, the Ninh Thuan Nuclear Power Project received approval from the 12th National Assembly in 2009, designed as dual facilities with combined generating capacity exceeding 4,000 MW. Nevertheless, the 14th National Assembly voted in 2016 to halt the initiative.

In response to contemporary development requirements, the Party Central Committee and National Assembly reached consensus to revive this initiative at the close of 2024. Subsequently, PM Chinh formed the Nuclear Power Plant Construction Steering Committee.
