South Korea Holds Early Talks With Anthropic to Expand AI Ties

South Korea has initiated initial talks with Anthropic, the creator of Claude, as the government aims to enhance collaboration with international artificial intelligence firms beyond its current partnerships.

As per the Ministry of Science and ICT, discussions are in their initial phases and a formal contract has not yet been finalized.

According to reports, Bae Kyung-hoon and Dario Amodei crossed paths at an artificial intelligence summit in India earlier this year.

The discussion between the two individuals primarily revolved around advancements in AI technology, current trends within the industry, and possible areas for collaboration.

Officials highlighted that conversations have not advanced to the point of finalizing a memorandum of understanding or solidifying a concrete partnership framework.

Previously, reports suggested that the discussion also encompassed topics such as policy alignment, the utilization of artificial intelligence in government services, and joint efforts in researching AI safety.

The expansion efforts are occurring at a time when Anthropic is attracting more interest from various governments and corporations on a global scale. Anthropic's Claude AI models are gaining recognition among developers and businesses for their proficiency in aiding with coding tasks and streamlining workflows.

The organization has been enhancing its position in South Korea as well. According to reports, Anthropic has commenced the hiring process for employees in Seoul and is in the process of setting up a regional office primarily for enterprise collaborations, subject to the selection of a country manager.

 

South Korea is identified as a significant target for the implementation of AI technology. The country has been ranked seventh out of 116 nations in terms of the intensity of Claude usage according to Anthropic's 2026 Economic Index. This metric takes into account the working-age population to accurately represent levels of adoption relative to other countries.

The possible collaboration with Anthropic represents a wider expansion of Seoul's international AI alliances. Thus far, the primary international partnership established by the government is with OpenAI. During October of 2025, the ministry of science entered into a memorandum of understanding with the company to facilitate the development of the AI ecosystem, transformation of public-sector AI practices, and cultivation of talent in the field.

After the agreement was established, the government formed a task force to promote collaborative initiatives within the partnership. Concurrently, Seoul has maintained its backing for the advancement of indigenous AI technologies, specifically targeting industries like defense and healthcare, where safeguarding data and maintaining regulatory oversight are deemed vital.
