Viet Nam Places Top Priority on Ties With China: PM

Prime Minister Pham Minh Chinh stated that Vietnam constantly prioritizes enhancing its longstanding friendship and comprehensive strategic cooperative partnership with China.

This commitment is part of Vietnam's foreign policy focused on independence, self-reliance, self-strengthening, and diversifying external relations through multilateral approaches.

The Prime Minister commented during a meeting with Chinese Foreign Minister Wang Yi, Defense Minister Dong Jun, and Public Security Minister Wang Xiaohong on March 16, marking the first ministerial-level 3+3 strategic dialogue on foreign affairs, national defense, and public security between the two nations.

The Vietnamese leader extended his greetings to Xi Jinping, the Party General Secretary and President of China, as well as Premier Li Qiang and other prominent leaders in China. He commended China on the successful conclusion of the fourth sessions of the 14th National People's Congress and the 14th National Committee of the Chinese People's Political Consultative Conference.

The approval of the 15th five-year socio-economic development plan for the upcoming period was also acknowledged. He expressed his belief that China will successfully accomplish the objectives outlined in the plan and will continue to play a role in promoting peace, stability, and development on both regional and global levels.

Prime Minister Chinh expressed his appreciation for the first 3+3 strategic dialogue, which took place during the 17th meeting of the Vietnam-China Steering Committee for Bilateral Cooperation.

He emphasized that these events demonstrated the strong commitment of both sides to strengthening political trust, increasing strategic cooperation, and advancing practical collaboration at a more advanced level between the two Parties and nations.

 

The Chinese ministers passed along regards from Premier Li Qiang and other senior leaders to PM Chinh, while also praising Viet Nam for the accomplishments of the 14th National Congress of the Communist Party of Viet Nam and its recent progress under the guidance of the Party Central Committee led by General Secretary To Lam, as well as the efficient governance by the Vietnamese Government and PM.

China consistently considers Vietnam as a top priority in its regional diplomacy, affirming its unwavering support and trust in Vietnam's ability to achieve its socio-economic development goals in the future.

Prime Minister Chinh acknowledged the encouraging advancement in bilateral relations according to the "six major orientations." He urged the foreign affairs, defense, and public security ministries of both nations to take a more proactive approach in continuously enhancing political trust and mutual understanding between the two Parties, countries, and peoples.

This includes maximizing the benefits of existing cooperation mechanisms, notably the 3+3 strategic dialogue. He suggested increased collaboration between the foreign ministries to better coordinate visits and meetings at all levels. The defense ministries should enhance friendship exchanges and cooperation in defense industry and peacekeeping operations.

Additionally, the public security ministries should improve collaboration in security, law enforcement, and crime prevention. The Prime Minister also urged the ministries of both countries to establish favorable conditions for collaboration with other ministries, sectors, and regions in order to strengthen partnerships that yield tangible results in various areas such as economy, trade, investment, science, technology, culture, tourism, railway connectivity, local connections, and people-to-people exchanges.

Additionally, efforts should be made to enhance land border management, effectively address and resolve disputes, as well as uphold peace and stability in the maritime domain. The Chinese ministers expressed their appreciation for their host's viewpoints and promised to work closely with the Vietnamese counterparts to enhance strategic exchanges. 

They also pledged to strengthen political trust, diligently implement high-level mutual understandings, and enhance cooperation in various sectors such as diplomacy, defense, security, and law enforcement. Their goal is to make meaningful contributions to the Viet Nam – China Comprehensive Strategic Cooperative Partnership and the establishment of a Viet Nam – China community with a shared future that holds strategic importance.
