Vietnam and Canada released a joint statement regarding their Strategic Partnership, formed during a state visit to Canada by the General Secretary of the Communist Party of Vietnam Central Committee and President To Lam.
At the request of the Governor General of Canada, Her Excellency the Right Honourable Louise Arbour, the General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam undertook a State visit to Canada from September 24 to 25, 2026.
This marked the first official trip to Canada by a General Secretary of the Communist Party of Vietnam since diplomatic ties were formed between the two nations in 1973, signifying a historic milestone in the relationship between Vietnam and Canada.
During the visit, His Excellency To Lam had a meeting with the Right Honourable Mark Carney, Prime Minister of Canada, in Ottawa.
The visit showcased the firm dedication of both Leaders to bring bilateral relations into a new phase of deeper, more meaningful, and more sustainable collaboration, grounded in enhanced economic cooperation, mutually advantageous growth, and sustainable development.

Vietnam and Canada are reliable partners dedicated to a relationship based on mutual respect for each other's political systems, independence, sovereignty, and territorial integrity; transparent and sincere dialogue; balanced and interconnected interests, compliance with international laws and the United Nations Charter aimed at fostering regional and global peace, stability, cooperation, and development. Vietnam and Canada, being countries with strong ties to the global trading system, acknowledge that their prosperity relies on economic interactions governed by rules.
Leaders acknowledged the significance of ongoing involvement to strengthen the institutional basis of the bilateral relationship, promote collaboration on common priorities, and aid in the efficient handling of new challenges and possibilities.

Leaders expressed approval for pledges to improve parliamentary collaboration through interactions among committees, friendship groups, and female and young parliamentarians from both nations, fostering deeper mutual understanding and connections among citizens.
Leaders reiterated their backing for the prompt completion and execution of the ASEAN - Canada Free Trade Agreement, which will provide a vital basis for enhancing economic collaboration between Canada and ASEAN.

Both parties also concurred to enhance the efficiency of the Vietnam - Canada Joint Economic Committee and reiterated their support for the execution, updating, and enlargement of the CPTPP. Moreover, Vietnam and Canada are fostering regional connectivity and trade governed by rules through interest-sharing partnerships, the CPTPP Trade and Investment Dialogues with the European Union and ASEAN.
