
Vietnam's Legislator Meets Russian State Duma Chairman in Ha Noi

The NA Chairman praised Chairman Volodin's official visit as a crucial diplomatic initiative to strengthen the close, reliable and productive relationship between both nations, particularly during the year commemorating 75 years of diplomatic relations.
Reaffirming Vietnam's commitment to its longstanding friendship and Comprehensive Strategic Partnership with Russia, he acknowledged favorable developments in bilateral relations throughout the previous year. He urged the State Duma to enhance collaboration with the Vietnamese NA, emphasizing the exchange of expertise in the "smart parliament" concept, improving legislative frameworks, and assisting institutions and organizations in eliminating barriers while promoting commerce, investment, energy, science and technology, educational training, cultural activities and citizen exchanges.

Chairman Volodin praised Vietnam for its remarkable socio-economic progress and voiced his belief in the country's capacity to achieve the Party's objectives of prosperity and welfare for its citizens. The Russian official confirmed that both he and the State Duma completely support strengthening comprehensive relations with Vietnam and remain prepared to collaborate with the Vietnamese NA to develop new cooperative mechanisms and explore additional areas of partnership.
Both leaders emphasized the importance of the Inter-Parliamentary Cooperation Committee in monitoring and supporting the execution of high-level agreements and pledges, especially those detailed in the Joint Statement regarding key areas of the Vietnam-Russia Comprehensive Strategic Partnership that was adopted when Russian President Vladimir Putin made his state visit to Vietnam and Party General Secretary To Lam conducted his official visit to Russia.

They confirmed their commitment to collaborate more intensively to tap into economic, commercial and investment opportunities, including by effectively executing the Vietnam–Eurasian Economic Union Free Trade Agreement. They observed encouraging outcomes in energy and petroleum cooperation, along with initiatives to promote collaboration in constructing a nuclear power facility in Vietnam.
Chairman Man expressed gratitude to the State Duma for promptly approving agreements regarding oil and gas exploration and extraction in both nations, which were executed during Party General Secretary To Lam's official visit to Russia.
Both parties also committed to strengthening cultural and educational connections, including Russia's development of Vietnamese experts in fields where Russia has specialized knowledge, and the instruction of Vietnamese language in Russia and Russian language in Vietnam.

Regarding legislative collaboration, the parties pledged to expand and vary their interactions, share information and lawmaking expertise in a timely manner, and promote dialogue between parliamentary committees and friendship associations. They further promised to offer legal assistance to facilitate effective Vietnam-Russia cooperation that produces concrete advantages for the citizens of both countries.
During this meeting, Vietnam's leading parliamentary official suggested that the State Duma collaborate with Vietnam's National Assembly to create legal structures and supportive environments for Vietnamese citizens residing, pursuing education, and conducting business in Russia, as well as for the Russian population in Vietnam.
